NOTICE OF THE MEETING OF THE CLEARWATER UNDERGROUND WATER CONSERVATION DISTRICT

Notice is hereby given that the above-named Board will hold a Workshop and Board meeting on Wednesday,
August 8, 2018 beginning at 1:30 p.m.,
in the Clearwater UWCD Board Room located at 700 Kennedy Court, Belton, Texas.  The following items of business will be discussed1.

Workshop:

  1. Receive presentation from Baylor Geology Department concerning ongoing research.
  2. Discuss and review items of interest concerning the FY2019 budget development.
  3. Discuss and review the District Drought designation related to water level and spring-flow measurements.
  4. Discuss items related to GMA8 Round III DFC determination, per TWC section 36.108.

Board Meeting:

  1. Invocation and Pledge of Allegiance.
  2. Public comment.2
  3. Approve minutes of the July 11, 2018 Board meeting.
  4. Discuss, consider and take appropriate action if necessary to accept the monthly Financial Report for July 2018 (FY18) as presented.
  5. Discuss, consider and take appropriate action if necessary to accept the monthly Investment Fund account report as presented.
  6. Discuss, consider and take appropriate action if necessary to approve the cost share to secure areas at the TXDOT Salado South Rest Stop Area and River Ridge Ranch HOA for TWDB TexMesonet Weather Stations.
  7. Discuss, consider and take appropriate action if necessary to approve the FY18 line item budget amendments as requested.
  8. Discuss, consider and take action if necessary related to the TPDES Permit by ML Development, LP to discharge 250,000 per day of treated waste water in Recharge Zone of the Edwards BFZ Aquifer.
  9. Discuss, consider and take appropriate action if necessary to call for the November 6th General Election.
  10. Discuss, consider and take appropriate action if necessary to approve election contract with the Bell County Elections Department, Melinda Luedecke.
  11. Discuss, consider and take appropriate action if necessary to set the date and location for the 18th Annual Bell County Water Symposium.
  12. Discuss, consider and take appropriate action if necessary to select the Auditing Firm based on committee report and recommendation of the SOQ’s submitted for Auditing Services per District Bylaws Article 7, Section 6.
  13. Discuss, consider and take appropriate action if necessary to set the preliminary tax rate for tax year 2018 on proposed budget FY19.
  14. Discuss, consider and take appropriate action if necessary to set date for adoption of the FY19 budget.
  15. Discuss, consider and take action if necessary to set the date for the public hearing and adoption of the tax rate for tax year 2018.
  16. General Manager’s Report concerning office management and staffing related to District Management Plan3.
  17. Receive monthly report and possible consideration and Board action on the following:3
    1. Drought Status Reports
    2. Education Outreach Update
    3. Monitoring Wells
    4. Rainfall Reports
    5. Well Registration Update
    6. Aquifer Status Report & Non-Exempt Monthly Well Production Reports
  18. Public Advisory Committee Comments3.
  19. Director comments and reports3.
  20. Discuss agenda items for next meeting.
  21. Set time and place for next meeting
  22. Adjourn.

3No formal action will be taken by the Board on these agenda items.  These items are on the agenda to provide the District’s staff, Public Advisory Committee, and Directors with an opportunity to bring to the public’s and each other’s attention important activities and issues pertinent to the management of groundwater within the District, including, but not limited to, current events in the District involving groundwater, wells, or District permittees, state or regional developments related to water management, and activities of the staff, Public Advisory Committee, and Directors.  Substantive deliberation and formal action on any of these issues will be conducted pursuant to a specific item on a future agenda.
