December Board Meeting

NOTICE OF THE MEETING OF THE CLEARWATER UNDERGROUND WATER CONSERVATION DISTRICT

 Notice is hereby given that the above named Board will hold a Workshop and Board meeting on Wednesday, December 13, 2017 beginning at 1:30 p.m., in the Clearwater UWCD Board Room located at 700 Kennedy Court, Belton, Texas.  The following items of business will be discussed1.

Workshop:

  1. Receive information from USGS personnel related to the Edwards BFZ water quality assessment.
  2. Receive information from Pete Diaz related to the Salado Salamander assessment project at the Salado Spring Complex and proposed work for 2018.
  3. Receive information from the Stephanie Wong and Dr. Joe Yelderman on Edwards BFZ research.
  4. Receive updated information related to the proposed DFC’s and the draft explanatory report from GMA8.

Board Meeting:

  1. Invocation and Pledge of Allegiance.
  2. Public comment2.
  3. Approve minutes of the November 8, 2017 Board meeting.
  4. Discuss, consider and take appropriate action if necessary to accept the monthly financial report for Nov 2017 (FY18) as presented.
  5. Discuss, consider and take appropriate action if necessary to accept the monthly Investment Fund account report as presented.
  6. Discuss, consider and take appropriate action if necessary to amend the FY18 health care benefit needs of staff.
  7. Discuss, consider and take appropriate action if necessary to approve the FY18 line item budget amendments as requested.
  8. Discuss, consider and take appropriate action if necessary to set the calendar dates for 2018.
  9. Hold public hearing/meeting to discuss, consider and take appropriate action if necessary, in accordance with Texas Water Code § 36.108(d-4), to adopt the Desired Future Conditions (“DFCs”) for the groundwater resources located within Bell County for the current 50-year regional planning period in Groundwater Management Area (“GMA”) 8.
  10. Discuss, consider and take appropriate action if necessary to understand the TCEQ Priority Groundwater Management Areas.
  11. General Manager’s Report concerning office management and staffing related to District Management Plan3.
  12. Receive monthly report and possible consideration and Board action on the following:3
    1. Drought Status Reports
    2. Education Outreach Update
    3. Monitoring Wells
    4. Rainfall Reports
    5. Well Registration Update
    6. Aquifer Status Report & Non-Exempt Monthly Well Production Reports
  13. Public Advisory Committee Comments3.
  14. Director comments and reports3.
  15. Discuss agenda items for next meeting.
  16. Set time and place for next meeting
  17. Adjourn.

 3No formal action will be taken by the Board on these agenda items.  These items are on the agenda to provide the District’s staff, Public Advisory Committee, and Directors with an opportunity to bring to the public’s and each other’s attention important activities and issues pertinent to the management of groundwater within the District, including, but not limited to, current events in the District involving groundwater, wells, or District permittees, state or regional developments related to water management, and activities of the staff, Public Advisory Committee, and Directors.  Substantive deliberation and formal action on any of these issues will be conducted pursuant to a specific item on a future agenda.
